<description>&#60;p&#62;Depends. Use of it in campaign adverts would likely be deemed commercial. Use of it in a government handout (say a CC-NY photograph on the cover of a new budget), would probably not be commercial.&#60;/p&#62;
&#60;p&#62;The use of 'quotations' would likely be covered under fair-use, regardless of any CC licence, unless you mean a large quote.&#60;/p&#62;
&#60;p&#62;All that said, it is well known that the definition of commercial is not exactly perfectly understood - myself notwithstanding - so take what I've said with a grain of salt.

For example, use in public politics of some quotations, or, maybe, something else (not really sure what exactly would be theoretically possible at all, though).&#60;/p&#62;
