‘commercial’ and ‘political’

    (mostly in context of Russia, but is also interesting outside of it).

    Is usage of something CC-licensed (or, in particular, CC-NC) in any area of politics allowed or it isn't?
    For example, use in public politics of some quotations, or, maybe, something else (not really sure what exactly would be theoretically possible at all, though).

    Depends. Use of it in campaign adverts would likely be deemed commercial. Use of it in a government handout (say a CC-NY photograph on the cover of a new budget), would probably not be commercial.

    The use of 'quotations' would likely be covered under fair-use, regardless of any CC licence, unless you mean a large quote.

    All that said, it is well known that the definition of commercial is not exactly perfectly understood - myself notwithstanding - so take what I've said with a grain of salt.
