There seems to be a small error in the legal code of the cc-by-sa 3.0 license. In section 1(b) it says "or other works or subject matter other than works listed in Section 1(f)". Problem is 1(f) is the definition of Licensor. The definition of Work (which is what I presume they are wanting to refer to) is at 1(h), not 1(f).
