If someone puts a CC license on a science text is there a different list of things to think about?

What licenses are most scientists choosing?

Do the same issues apply for a text as they do for a song?

example: The rights organizations see all use of music in a public space as a commercial use. A radio station that is funded by the university/state always has to pay when a song is played.

Are schools able to copy freely a work licensed with a creative commons non-commercial license, using something like a photo copy machine without having to pay the organization that normally collects for this?

Isn't it fair that a school not pay for this use?
Does the law change from country to country?
